How the two evening waves are decided
The first file lands by 18:30 SGT with municipal items and transport advisories already checked. The late update carries only material that changed after the first wave closed — a revised notice, a corrected time, a new document reference. The final file at 23:00 SGT summarises the city night with context notes where a single paragraph would mislead.
Each wave is signed off by a section editor; nothing enters the back-issue room without a dateline, byline policy line, and source list attached to the internal proof.
